O projeto, de autoria do Poder Executivo, j\u00e1 teve seu texto-base aprovado, mas ainda h\u00e1 destaques apresentados por partidos que prop\u00f5em mudan\u00e7as cruciais no documento.<\/p>\n<p>Entre os pontos de maior aten\u00e7\u00e3o est\u00e1 a regulamenta\u00e7\u00e3o do Imposto sobre Transmiss\u00e3o Causa Mortis e Doa\u00e7\u00e3o (ITCMD). Uma novidade no texto do relator, deputado Mauro Benevides Filho (PDT-CE), \u00e9 a inclus\u00e3o dos planos de previd\u00eancia PGBL e VGBL na incid\u00eancia desse imposto. No entanto, uma emenda do deputado Domingos Neto (PSD-CE), apoiada pelo bloco Uni\u00e3o-PP, prop\u00f5e a exclus\u00e3o desses planos da incid\u00eancia do ITCMD.<\/p>\n<p>O ITCMD, atualmente regulado por leis estaduais, \u00e9 um imposto que incide sobre doa\u00e7\u00f5es e transmiss\u00f5es heredit\u00e1rias. A proposta de tributa\u00e7\u00e3o dos planos de previd\u00eancia est\u00e1 em discuss\u00e3o no Supremo Tribunal Federal (STF), com decis\u00f5es anteriores do Superior Tribunal de Justi\u00e7a (STJ) que permitiram a cobran\u00e7a sobre o PGBL, mas n\u00e3o sobre o VGBL.<\/p>\n<p>Outro destaque relevante \u00e9 a emenda do deputado Ricardo Salles (PL-SP), que busca reverter o poder dado \u00e0s administra\u00e7\u00f5es municipais de definir o valor venal dos im\u00f3veis, base para o c\u00e1lculo do Imposto sobre Transmiss\u00e3o de Bens Im\u00f3veis (ITBI). A proposta de Salles sugere que o valor venal seja o declarado pelo contribuinte, com a possibilidade de o Fisco municipal abrir um processo administrativo em casos de suspeita de subavalia\u00e7\u00e3o.<\/p>\n<p>O projeto tamb\u00e9m inclui a regulamenta\u00e7\u00e3o do Comit\u00ea Gestor do IBS (CG-IBS), inst\u00e2ncia que ser\u00e1 respons\u00e1vel pela coordena\u00e7\u00e3o da arrecada\u00e7\u00e3o, fiscaliza\u00e7\u00e3o e distribui\u00e7\u00e3o do imposto. Partidos apresentaram destaques propondo mudan\u00e7as nas atribui\u00e7\u00f5es do CG-IBS, incluindo a exclus\u00e3o da tarefa de avaliar, a cada cinco anos, a efici\u00eancia e qualidade de pol\u00edticas sociais e regimes tribut\u00e1rios.<\/p>\n<p>A continuidade da vota\u00e7\u00e3o promete ser intensa, com v\u00e1rias emendas em jogo, incluindo a proposta de cria\u00e7\u00e3o do Imposto sobre Grandes Fortunas (IGF), defendida pelo deputado Ivan Valente (Psol-SP), que sugere al\u00edquotas progressivas para patrim\u00f4nios acima de R$ 10 milh\u00f5es.<\/p>\n<p>Para a aprova\u00e7\u00e3o de cada emenda, ser\u00e1 necess\u00e1rio o apoio de pelo menos 257 deputados, j\u00e1 que o projeto se trata de uma lei complementar.
