O pr\u00f3ximo prefeito da cidade de S\u00e3o Paulo<\/strong> vai herdar o maior or\u00e7amento<\/strong> da hist\u00f3ria, com R$ 119 bilh\u00f5es dispon\u00edveis no caixa. As informa\u00e7\u00f5es s\u00e3o da Pesquisa de Qualidade do Servi\u00e7o P\u00fablico, da Agenda P\u00fablica.<\/p>\n

O motivo para os cofres abarrotados \u00e9 a renegocia\u00e7\u00e3o da d\u00edvida<\/strong> da cidade com a Uni\u00e3o<\/strong> , em 2016, quando a capital trocou o \u00edndice de infla\u00e7\u00e3o que corrigia sua d\u00edvida.<\/p>\n

Antes, era o IGP-DI (\u00cdndice Geral de Pre\u00e7os- Disponibilidade Interna) mais juros de 9% ao ano. Depois, se tornou o IPCA (\u00cdndice Nacional de Pre\u00e7os ao Consumidor Amplo) e juros de 4% ao ano.<\/p>\n

Dessa forma, a d\u00edvida despencou de R$ 138,8 bilh\u00f5es, em 2015, para R$ 68,7 bilh\u00f5es no ano seguinte, em valores corrigidos pela infla\u00e7\u00e3o.<\/p>\n

“[A diferen\u00e7a] Equivale a dez anos de investimentos da cidade de S\u00e3o Paulo”, afirmou o ent\u00e3o prefeito Fernando Haddad (PT).<\/p>\n

Estima-se que a d\u00edvida foi reduzida em 86% nos \u00faltimos 12 anos: em 2012, o valor chegou a R$ 156 bilh\u00f5es (corrigido pela infla\u00e7\u00e3o atual) e, em abril deste ano, atingiu R$ 22 bilh\u00f5es.<\/p>\n

O valor do caixa foi de R$ 11,2 bilh\u00f5es em 2012 para R$ 26,7 bilh\u00f5es em junho deste ano. Em 2022, o valor chegou a atingir R$ 33, 8 bilh\u00f5es.<\/p>\n

Desde 2012, o or\u00e7amento total da capital paulista cresceu 42%. Passou de R$ 78,6 bilh\u00f5es para R$ 111,8 bilh\u00f5es em 2024, e deve alcan\u00e7ar o recorde de R$ 119 bilh\u00f5es at\u00e9 o fim de 2024.<\/p>\n

Renegocia\u00e7\u00f5es recentes impactaram na redu\u00e7\u00e3o da d\u00edvida<\/h3>\n

Outra renegocia\u00e7\u00e3o importante para o caixa da cidade foi realizada por Ricardo Nunes (MDB) em 2022. Naquele ano, a administra\u00e7\u00e3o da cidade cedeu o Campo de Marte, um aeroporto para helic\u00f3pteros e avi\u00f5es de pequeno porte, para o governo federal, que ofereceu em troca R$ 24 bilh\u00f5es abatidos da d\u00edvida com a Uni\u00e3o.<\/p>\n

A reforma da Previd\u00eancia municipal tamb\u00e9m ajudou a reduzir o endividamento. Ao cobrar 14% de contribui\u00e7\u00e3o dos aposentados que recebem mais de um sal\u00e1rio m\u00ednimo, a gest\u00e3o diminuiu a d\u00edvida em R$ 5, 6 bilh\u00f5es.<\/p>\n

Em nota, a gest\u00e3o de Ricardo Nunes tamb\u00e9m ressalta a revis\u00e3o da legisla\u00e7\u00e3o tribut\u00e1ria municipal, “amplo programa de desestatiza\u00e7\u00f5es e concess\u00f5es que soma R$ 2,1 bilh\u00f5es de arrecada\u00e7\u00e3o em outorgas”.<\/p>\n

“Investigamos educa\u00e7\u00e3o, sa\u00fade, prote\u00e7\u00e3o social, desenvolvimento econ\u00f4mico, mobilidade e gest\u00e3o da qualidade em 26 capitais”, diz Sergio Andrade, cientista pol\u00edtico e diretor da Agenda P\u00fablica, ao Uol.<\/p>\n

A partir de dados oficiais, a pesquisa avaliou os indicadores de desempenho, oferta e efetividade desses servi\u00e7os. Em seguida, ouviu 3.000 pessoas das dez maiores capitais em outubro de 2023 a partir de amostras de g\u00eanero, idade e classe social do Pnad 2023 e Censo 2010. A margem de erro \u00e9 de tr\u00eas pontos percentuais para mais ou menos.<\/p>\n
