Foram 49 votos favor\u00e1veis e 19 contr\u00e1rios. A regulamenta\u00e7\u00e3o da reforma trata das regras de incid\u00eancia dos novos impostos sobre o consumo: a Contribui\u00e7\u00e3o sobre Bens e Servi\u00e7os (CBS), em n\u00edvel federal, e o Imposto sobre Bens e Servi\u00e7os (IBS), de n\u00edvel estadual\/municipal. Al\u00e9m disso, haver\u00e1 o Imposto Seletivo (IS), o chamado &#8220;imposto do pecado&#8221;, que \u00e9 uma sobretaxa aplicada sobre determinados produtos e servi\u00e7os considerados prejudiciais \u00e0 sa\u00fade e ao meio ambiente.<img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.png?id=1623561&amp;o=node\"><img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.gif?id=1623561&amp;o=node\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Esses novos impostos s\u00e3o uma unifica\u00e7\u00e3o de cinco tributos (ICMS, ISS, IPI, PIS e Cofins), aprovados em emenda constitucional promulgada no fim do ano passado. A transi\u00e7\u00e3o para o novo modelo ser\u00e1 gradual, entre 2026 e 2033.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pela manh\u00e3, o texto, relatado pelo senador Eduardo Braga (MDB-AM), havia sido aprovado na Comiss\u00e3o de Constitui\u00e7\u00e3o e Justi\u00e7a (CCJ), antes de seguir para o plen\u00e1rio. Agora, os senadores seguem votando diversos destaques ao texto principal, que podem alter\u00e1-lo. Uma dessas altera\u00e7\u00f5es, por exemplo, foi a exclus\u00e3o de armas de fogo e muni\u00e7\u00f5es do Imposto Seletivo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A emenda com essa exclus\u00e3o j\u00e1 havia passado na CCJ, mas uma outra foi reapresentada, em plen\u00e1rio, para que esses itens voltassem a ser sobretaxados. A medida era defendida pelo relator e senadores da base governista, mas n\u00e3o obteve os 41 votos necess\u00e1rios. Com isso, armas e muni\u00e7\u00f5es n\u00e3o pagar\u00e3o tributo adicional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outro item exclu\u00eddo do &#8220;imposto do pecado&#8221; foram as bebidas a\u00e7ucaradas, como sucos e refrigerantes industrializados. Foi mantida no parecer de Braga, e confirmada em plen\u00e1rio, a isen\u00e7\u00e3o para 22 produtos da cesta b\u00e1sica, incluindo carnes e queijos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Os senadores seguem analisando os destaques.
