Uma das novidades da reforma tribut\u00e1ria, a devolu\u00e7\u00e3o de impostos para fam\u00edlias de baixa renda, chamada de cashback<\/em>, nasceu como ferramenta para tornar o sistema tribut\u00e1rio mais progressivo. A progressividade consiste em fazer com que os mais pobres paguem proporcionalmente menos tributos que os mais ricos.<\/p>\n

Por terem al\u00edquotas como um percentual do pre\u00e7o da mercadoria, os tributos relacionados ao consumo t\u00eam efeito regressivo e proporcionalmente prejudicam os menos favorecidos. Na compra de qualquer mercadoria, pobres e ricos pagam o mesmo tributo, mas os menos favorecidos consomem parte maior da renda ao comparar o tributo com o sal\u00e1rio.<\/p>\n

No caso de um pacote de arroz de R$ 25, com al\u00edquota de 25% de impostos sobre o consumo, o tributo equivaleria a R$ 6,25. No entanto, esse montante faz com que o trabalhador que ganha um sal\u00e1rio m\u00ednimo de R$ 1.518 pague 0,41% da renda, enquanto um comprador que ganha R$ 10 mil gastar\u00e1 0,062% da renda.<\/p>\n

Para corrigir a distor\u00e7\u00e3o, a reforma tribut\u00e1ria inseriu o\u00a0cashback<\/em>\u00a0para as fam\u00edlias inscritas do Cadastro \u00danico para Programas Sociais do Governo Federal (Cad\u00danico). Institu\u00eddo na emenda constitucional da reforma tribut\u00e1ria sobre o consumo de 2023, o mecanismo teve a abrang\u00eancia definida pela lei complementar sancionada na \u00faltima quinta-feira (16).<\/p>\n

Pela lei complementar, haver\u00e1 100% de devolu\u00e7\u00e3o da Contriui\u00e7\u00e3o sobre Bens e Servi\u00e7os (CBS) e de pelo menos 20% do Imposto sobre Bens e Servi\u00e7os(IBS) \u00e0 popula\u00e7\u00e3o de baixa renda sobre:<\/p>\n

\u2022 \u00a0 \u00a0 \u00c1gua;<\/p>\n

\u2022 \u00a0 \u00a0 Botij\u00e3o de g\u00e1s;<\/p>\n

\u2022 \u00a0 \u00a0 Contas de telefone e internet;<\/p>\n

\u2022 \u00a0 \u00a0 Energia el\u00e9trica;<\/p>\n

\u2022 \u00a0 \u00a0 Esgoto.<\/p>\n

Para os demais produtos e servi\u00e7os, o ressarcimento equivaler\u00e1 a 20% da CBS e do IBS. No caso do IBS, os estados e os munic\u00edpios ter\u00e3o autonomia para definir se a devolu\u00e7\u00e3o ser\u00e1 maior que 20%.<\/p>\n

Detalhamento<\/h2>\n

A maneira como ocorrer\u00e1 a devolu\u00e7\u00e3o ainda ser\u00e1 definida por legisla\u00e7\u00e3o posterior. Uma das possibilidades \u00e9 a confronta\u00e7\u00e3o do Cadastro de Pessoas F\u00edsicas (CPF) na nota fiscal, o valor da compra e o registro no Cad\u00danico. No caso da devolu\u00e7\u00e3o do IBS, pode ser tamb\u00e9m necess\u00e1rio um sistema de verifica\u00e7\u00e3o autom\u00e1tico do endere\u00e7o do comprador, dispon\u00edvel no Cad\u00danico.<\/p>\n

Em 2023, o secret\u00e1rio extraordin\u00e1rio da reforma tribut\u00e1ria, Bernard Appy, citou, em audi\u00eancia p\u00fablica na C\u00e2mara dos Deputados, o exemplo do Rio Grande do Sul. Em 2021, o estado implementou um sistema de devolu\u00e7\u00e3o do Imposto sobre a Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS) a fam\u00edlias inscritas no Cadastro \u00danico com renda de at\u00e9 tr\u00eas sal\u00e1rios m\u00ednimos por meio de um cart\u00e3o de cr\u00e9dito.<\/p>\n

Inicialmente, o governo ga\u00facho devolvia um valor fixo por fam\u00edlia e agora come\u00e7ou a devolver por CPF, com base no cruzamento de dados entre o valor da compra e a situa\u00e7\u00e3o cadastral da fam\u00edlia. Em locais remotos, sem acesso \u00e0 internet, Appy sugeriu um sistema de transfer\u00eancia direta de renda, complementar ao Bolsa Fam\u00edlia.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
