A governadora do Distrito Federal, Celina Le\u00e3o, anunciou nesta sexta-feira (10) que um fundo de investimentos apresentou proposta de R$ 15 bilh\u00f5es para adquirir parte dos ativos do Banco Master que foram incorporados pelo Banco de Bras\u00edlia (BRB), em meio \u00e0 crise enfrentada pela institui\u00e7\u00e3o.<\/strong><\/p>\n

Segundo o governo local, a opera\u00e7\u00e3o ainda depende de aval t\u00e9cnico e regulat\u00f3rio do Banco Central (BC). Em nota, o governo do Distrito Federal (GDF) afirmou que a negocia\u00e7\u00e3o n\u00e3o envolve uso de recursos p\u00fablicos nem compromete o caixa do banco, destacando que o processo “busca preservar os interesses do DF”.<\/p>\n

“A governadora Celina Le\u00e3o destaca que o interesse de investidores qualificados refor\u00e7a a credibilidade do Banco de Bras\u00edlia”, ressalta a nota do GDF.<\/p><\/blockquote>\n

A proposta ocorre em meio a uma crise de confian\u00e7a do banco estatal, devido aos preju\u00edzos decorrentes da compra bilion\u00e1ria de carteiras de cr\u00e9dito e ativos de baixa liquidez negociados pelo Banco Master.<\/p>\n

A Pol\u00edcia Federal investiga suspeitas de fraude na compra de cerca de R$ 12,2 bilh\u00f5es em cr\u00e9ditos do banco. Celina era vice-governadora do DF na \u00e9poca da negocia\u00e7\u00e3o. Ela assumiu\u00a0o comando do Executivo no \u00faltimo dia 30, ap\u00f3s Ibaneis Rocha\u00a0deixar o governo<\/a>\u00a0para concorrer ao Senado nas elei\u00e7\u00f5es de outubro.<\/p>\n

O BRB chegou a tentar comprar o Master,\u00a0mas o neg\u00f3cio foi impedido pelo Banco Central. Em seguida, o BC liquidou o Master e encaminhou as suspeitas de fraudes no sistema financeiro \u00e0 Pol\u00edcia Federal.<\/p>\n

Estrutura da proposta<\/h2>\n

De acordo com o GDF, o plano apresentado pelos investidores prev\u00ea R$ 4 bilh\u00f5es em pagamento \u00e0 vista ao BRB e R$ 11 bilh\u00f5es por meio de instrumentos financeiros atrelados aos ativos negociados.<\/p>\n

Os detalhes desses instrumentos, no entanto, n\u00e3o foram divulgados.<\/p>\n

Apesar do an\u00fancio pelo governo, alguns pontos relevantes permanecem em aberto. N\u00e3o foram informados:<\/p>\n

    \n
  • quais investidores comp\u00f5em o fundo proponente;<\/li>\n
  • quais ativos espec\u00edficos est\u00e3o inclu\u00eddos na negocia\u00e7\u00e3o;<\/li>\n
  • se h\u00e1 desconto em rela\u00e7\u00e3o ao valor total estimado dos ativos;<\/li>\n
  • como ser\u00e1 estruturado o pagamento dos R$ 11 bilh\u00f5es restantes;<\/li>\n
  • se h\u00e1 necessidade de aprova\u00e7\u00e3o pela C\u00e2mara Legislativa do DF.<\/li>\n<\/ul>\n

    Crise no BRB<\/h2>\n

    A venda dos ativos ocorre ap\u00f3s a aquisi\u00e7\u00e3o, pelo BRB, de carteiras do Banco Master, opera\u00e7\u00e3o que resultou em forte deteriora\u00e7\u00e3o patrimonial. Segundo o banco, ser\u00e1 necess\u00e1rio provisionar (reservar) cerca de R$ 8,8 bilh\u00f5es. No entanto, uma auditoria forense independente apontou a necessidade de R$ 13 bilh\u00f5es.<\/strong><\/p>\n

    A pr\u00f3pria institui\u00e7\u00e3o financeira informou que os ativos adquiridos do Master considerados saud\u00e1veis est\u00e3o avaliados em R$ 21,9 bilh\u00f5es.<\/p>\n

    Pr\u00f3ximos passos<\/h2>\n

    A proposta ser\u00e1 encaminhada formalmente ao Banco Central (BC), respons\u00e1vel por analisar a viabilidade da opera\u00e7\u00e3o. Nos \u00faltimos dias, a governadora e o presidente do BRB, Nelson Ant\u00f4nio de Souza, se reuniram com investidores e autoridades do setor financeiro em S\u00e3o Paulo.<\/p>\n

    Na manh\u00e3 de quinta-feira (9), Celina encontrou-se com o presidente do BC, Gabriel Gal\u00edpolo, para apresentar o plano de recupera\u00e7\u00e3o do banco.
