O projeto prev\u00ea a concess\u00e3o dos servi\u00e7os p\u00fablicos de opera\u00e7\u00e3o, manuten\u00e7\u00e3o e realiza\u00e7\u00e3o dos investimentos para a explora\u00e7\u00e3o do sistema rodovi\u00e1rio por 31 anos.<img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.png?id=1516238&#038;o=node\" style=\"width:1px;height:1px\"><img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.gif?id=1516238&#038;o=node\" style=\"width:1px;height:1px\"><\/p>\n<p>Al\u00e9m da Via Appia FIP, participaram do leil\u00e3o o Cons\u00f3rcio SP Flow (Mercantil do Brasil), Cons\u00f3rcio Infraestrutura SP (Necton Investimentos) e ACCiona Concesiones Ltda.<\/p>\n<p>Com 44 quil\u00f4metros de extens\u00e3o no eixo principal, tr\u00eas a quatro faixas por sentido e sete t\u00faneis duplos, o Trecho Norte do Rodoanel compreende os munic\u00edpios de S\u00e3o Paulo, Guarulhos e Aruj\u00e1. Com R$ 3,4 bilh\u00f5es previstos em investimento, o projeto deve gerar mais de 15 mil empregos e reduzir a circula\u00e7\u00e3o de 18 mil caminh\u00f5es diariamente dentro da capital.<\/p>\n<p>\u201cVamos fechar a saga do Rodoanel\u201d, afirmou o governador de S\u00e3o Paulo, Tarc\u00edsio de Freitas. \u201cCome\u00e7amos com o p\u00e9 direito com o leil\u00e3o do Rodoanel, agora podemos dizer, tem cronograma, ali\u00e1s, com rodovias que v\u00e3o agregar a novidade do <em>freeflow<\/em>. A ideia \u00e9 trabalhar com o <em>freeflow<\/em> em todo o estado\u201d, disse o governador.<\/p>\n<p>O <em>freeflow<\/em> (fluxo livre) \u00e9 um sistema de livre passagem sem pra\u00e7as de ped\u00e1gio em rodovias. em que a cobran\u00e7a \u00e9 feita de forma igualit\u00e1ria a todos que utilizam o sistema, de acordo com a quantidade de quil\u00f4metros que foram rodados.<\/p>\n<h2>Propostas<\/h2>\n<p>Via Appia Infraestrutura: Proposta de 100% de desconto sobre contrapresta\u00e7\u00e3o de pecuni\u00e1ria m\u00e1xima; Cons\u00f3rcio Infraestrutura SP: Proposta de 100% de desconto sobre contrapresta\u00e7\u00e3o de pecuni\u00e1ria m\u00e1xima; Cons\u00f3rcio SP Flow: Proposta de 60,03% de desconto sobre contrapresta\u00e7\u00e3o de pecuni\u00e1ria m\u00e1xima; ACCiona: Proposta de 12,90% de desconto sobre contrapresta\u00e7\u00e3o de pecuni\u00e1ria m\u00e1xima.<\/p>\n<p>A Via Appia ofereceu 23% de oferta de desconto sobre aporte p\u00fablico, j\u00e1 o Cons\u00f3rcio Infraestrutura SP ofereceu 5,11%, o que determinou o resultado.<\/p>\n<h2>Liminar<\/h2>\n<p>O leil\u00e3o foi suspenso nesta segunda-feira (13) por liminar, mas o governo paulista conseguiu suspender a medida. O presidente do Tribunal de Justi\u00e7a (TJSP), desembargador Ricardo Anafe, suspendeu os efeitos de liminar, que impedia o certame.<\/p>\n<h2>Rodoanel<\/h2>\n<p>O Rodoanel Norte \u00e9 o \u00faltimo trecho que falta para que haja a integra\u00e7\u00e3o de todas as rodovias que circundam a cidade de S\u00e3o Paulo. As obras estavam paradas desde 2018. O trecho norte ter\u00e1 44 quil\u00f4metros e completar\u00e1 o Rodoanel nos seus 177 quil\u00f4metros.<\/p>\n<p>Com o objetivo de desafogar o tr\u00e2nsito, principalmente de caminh\u00f5es, na capital, o Rodoanel teve as obras iniciadas em 1998. O primeiro trecho foi entregue em 2002. A previs\u00e3o \u00e9 que as obras do trecho norte sejam conclu\u00eddas em 2025.
