Em conversa com jornalistas, ele afirmou que o governo pretende editar uma medida provis\u00f3ria para evitar que subven\u00e7\u00f5es (ajudas) para investimentos nos estados sejam equiparadas a incentivos para custeio.\u00a0<\/p>\n<p>\u201cLei bem feita n\u00e3o tem plano B. Essas coisas n\u00e3o podem mais acontecer no Brasil\u201d, afirmou Haddad pouco antes de almo\u00e7ar com o ministro das Rela\u00e7\u00f5es Exteriores, Mauro Vieira. O encontro tratou dos preparativos para a viagem oficial \u00e0 China, que ocorrer\u00e1 na pr\u00f3xima semana.\u00a0<\/p>\n<p>Segundo o ministro da Fazenda, a medida provis\u00f3ria, que integra o pacote para elevar as receitas do governo e cumprir a promessa de zerar o d\u00e9ficit prim\u00e1rio no pr\u00f3ximo ano, separar\u00e1 os benef\u00edcios fiscais destinados aos estados segundo a finalidade: custeio (gasto com a manuten\u00e7\u00e3o da m\u00e1quina p\u00fablica) ou investimento (obras e compras de equipamentos p\u00fablicos).\u00a0<\/p>\n<p>\u201cNenhum pa\u00eds que conhe\u00e7o subvenciona custeio. Vamos separar o custeio do investimento e dar transpar\u00eancia [aos incentivos fiscais da Uni\u00e3o]\u201d, declarou.\u00a0<\/p>\n<h2>Caixa<\/h2>\n<p>O governo pretende refor\u00e7ar o caixa em R$ 130 bilh\u00f5es ao mudar a rela\u00e7\u00e3o com os governos estaduais em rela\u00e7\u00e3o \u00e0 cobran\u00e7a da Contribui\u00e7\u00e3o Social sobre o Lucro L\u00edquido (CSLL) e ao Imposto de Renda Pessoa Jur\u00eddica (IRPJ).<\/p>\n<p>Em 2017, o Congresso Nacional estabeleceu, por meio de um<em> jabuti<\/em> (emenda inclu\u00edda em medida provis\u00f3ria ou projeto n\u00e3o relacionado ao tema original), que os benef\u00edcios fiscais s\u00e3o considerados subven\u00e7\u00f5es para investimentos, sem incid\u00eancia de impostos da Uni\u00e3o.\u00a0<\/p>\n<p>Em seguida, o Superior Tribunal de Justi\u00e7a (STJ) decidiu que os cr\u00e9ditos presumidos do Imposto sobre a Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS), tributo arrecadado pelos estados, devem ser exclu\u00eddos da base de c\u00e1lculo do IRPJ e da CSLL, mesmo que os incentivos fiscais beneficiem gastos de custeio.
