A reforma tribut\u00e1ria ser\u00e1 negociada ap\u00f3s o retorno do presidente da C\u00e2mara dos Deputados Arthur Lira de viagem, disse nesta segunda-feira (26) o ministro da Fazenda, Fernando Haddad. Segundo ele, o governo quer aprovar um tema complexo com o maior n\u00famero de votos poss\u00edvel.<\/p>\n

\u201cN\u00e3o queremos votar essa PEC [proposta de emenda \u00e0 Constitui\u00e7\u00e3o] com apenas 308 votos. Queremos votar com bastante apoio porque \u00e9 uma coisa para a sociedade, para o Brasil. \u00c9 uma transi\u00e7\u00e3o lenta, mas que aponta na dire\u00e7\u00e3o correta. Ent\u00e3o temos muito trabalho pela frente\u201d, disse o ministro ao retornar do Pal\u00e1cio do Planalto, no in\u00edcio da noite.<\/p>\n

At\u00e9 a pr\u00f3xima quarta-feira (28), Lira estar\u00e1 em Portugal, onde participa de um f\u00f3rum de debates sobre a pol\u00edtica e a economia brasileiras. Na semana passada, Lira afirmou que pretende fazer um esfor\u00e7o concentrado e votar<\/a>, na pr\u00f3xima semana, a reforma tribut\u00e1ria, o novo arcabou\u00e7o fiscal e as mudan\u00e7as no sistema de vota\u00e7\u00e3o do Conselho Administrativo de Recursos Fiscais (Carf), tribunal administrativo da Receita Federal.<\/p>\n

No meio da tarde, Haddad foi convocado pelo presidente Luiz In\u00e1cio Lula da Silva para reuni\u00f5es no Pal\u00e1cio do Planalto. O ministro informou ter se encontrado com o ministro do Trabalho, Luiz Marinho, para discutir quest\u00f5es relativas ao Fundo de Garantia do Tempo de Servi\u00e7o (FGTS), e com o ministro do Desenvolvimento Agr\u00e1rio, Paulo Teixeira, para tratar da vers\u00e3o do Plano Safra voltada a agricultores familiares. Haddad n\u00e3o deu detalhes sobre os dois encontros.<\/p>\n

Pela manh\u00e3, o ministro havia declarado que estava confiante na aprova\u00e7\u00e3o da reforma tribut\u00e1ria e descartou novas concess\u00f5es, argumentando que a reforma tem o impacto dilu\u00eddo no tempo. Pelo relat\u00f3rio apresentado na \u00faltima quinta-feira (22), haver\u00e1 oito anos de transi\u00e7\u00e3o para a ado\u00e7\u00e3o do Imposto sobre Bens e Servi\u00e7os (IBS) e da Contribui\u00e7\u00e3o sobre Bens e Servi\u00e7os (CBS) e 50 anos de transi\u00e7\u00e3o da mudan\u00e7a da cobran\u00e7a do tributo no destino (local onde \u00e9 comprada a mercadoria).<\/p>\n

Em rela\u00e7\u00e3o ao projeto que restabelece o voto de desempate do governo no Carf, Haddad disse ser necess\u00e1rio superar impasses que passaram a ocorrer desde que o sistema de vota\u00e7\u00e3o foi mudado, em 2020.<\/p>\n

\u201cDo jeito que estava [com as empresas tendo o voto de desempate], n\u00e3o dava para continuar. Para voc\u00ea ter uma ideia, sa\u00edmos de R$ 600 bilh\u00f5es em contencioso para R$ 1,3 trilh\u00e3o e, se nada acontecer, isso pode subir para R$ 2 trilh\u00f5es segundo proje\u00e7\u00f5es da Receita Federal, o que \u00e9 a paralisa\u00e7\u00e3o do Estado brasileiro”, advertiu o ministro.<\/p>\n
