Segundo ele, o texto reuniu mais condi\u00e7\u00f5es de ser aprovado na C\u00e2mara em compara\u00e7\u00e3o com o in\u00edcio da semana.<img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.png?id=1542225&#038;o=node\" style=\"width:1px;height:1px\"><img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.gif?id=1542225&#038;o=node\" style=\"width:1px;height:1px\"><\/p>\n<p>\u201cDe repente, esse adiamento foi bom porque deu mais maturidade para o projeto ser aprovado\u201d, declarou o ministro. Entre os principais avan\u00e7os, Haddad citou as conversas com a Frente Parlamentar Agropecu\u00e1ria, que tinha recomendado voto contr\u00e1rio ao projeto e que, segundo ele, mudou de opini\u00e3o ap\u00f3s os esclarecimentos da equipe econ\u00f4mica.<\/p>\n<p>Haddad n\u00e3o detalhou as altera\u00e7\u00f5es no projeto. Disse apenas que as mudan\u00e7as foram \u201claterais\u201d e n\u00e3o mudar\u00e3o o <a href=\"https:\/\/agenciabrasil.ebc.com.br\/economia\/noticia\/2023-02\/haddad-e-oab-fecham-acordo-sobre-mudancas-no-carf\" target=\"_blank\" rel=\"noopener\">acordo entre o Minist\u00e9rio da Fazenda e a Ordem dos Advogados do Brasil (OAB)<\/a>, fechado em fevereiro.<\/p>\n<p>De acordo com o ministro, as mudan\u00e7as trar\u00e3o impacto fiscal positivo, fazendo o governo arrecadar mais por causa de novos procedimentos de negocia\u00e7\u00e3o de d\u00edvidas tribut\u00e1rias inseridos no texto. Nesta quarta-feira (5), o relator do projeto, deputado Beto Pereira (PSDB-MS), incluiu no texto a possibilidade de que os acordos de transa\u00e7\u00e3o tribut\u00e1ria possam ser fechados pela Receita Federal sem a aprova\u00e7\u00e3o da Procuradoria-Geral da Fazenda Nacional (PGFN).<\/p>\n<p>Tipo de acordo institu\u00eddo para negociar a d\u00edvida de empresas afetadas pela pandemia de covid-19, a transa\u00e7\u00e3o tribut\u00e1ria permite o refinanciamento de d\u00e9bitos com o governo com base na capacidade de pagamento do contribuinte.<\/p>\n<h2>Pauta econ\u00f4mica<\/h2>\n<p>Al\u00e9m do projeto do Carf, a C\u00e2mara dos Deputados pretende votar, ainda esta semana, a reforma tribut\u00e1ria e o novo arcabou\u00e7o fiscal, que voltou para a Casa ap\u00f3s ser alterado pelo Senado. Haddad afirmou que as tr\u00eas propostas s\u00e3o cruciais para a pol\u00edtica econ\u00f4mica do governo.<\/p>\n<p>\u201cPrecisamos dos tr\u00eas projetos, que s\u00e3o estruturantes. O Carf est\u00e1 muito organizado. Depois de algumas negocia\u00e7\u00f5es, evoluiu muito o texto\u201d, declarou. Em rela\u00e7\u00e3o ao novo arcabou\u00e7o fiscal, o ministro disse que esse \u00e9 o projeto com menos resist\u00eancia porque j\u00e1 foi aprovado pelos deputados uma vez, no fim de maio, e tramita na C\u00e2mara em car\u00e1ter terminativo (sem passar por comiss\u00f5es).<\/p>\n<p>Inicialmente, o projeto do Carf estava previsto para ser votado nesta quarta-feira (5), mas as negocia\u00e7\u00f5es em torno da reforma tribut\u00e1ria adiaram a vota\u00e7\u00e3o para esta quinta-feira (6).
