Em evento virtual para um banco, ele adiantou que, a princ\u00edpio, est\u00e3o previstos quatro projetos de lei complementar.<img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.png?id=1544018&#038;o=node\" style=\"width:1px;height:1px\"><img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.gif?id=1544018&#038;o=node\" style=\"width:1px;height:1px\"><\/p>\n<p>Segundo Appy, o primeiro projeto detalhar\u00e1 as regras do futuro Imposto sobre Valor Adicionado (IVA) dual. O segundo criar\u00e1 e regulamentar\u00e1 o Conselho Federativo. O terceiro tratar\u00e1 do Fundo de Desenvolvimento Regional, e o \u00faltimo trar\u00e1 regras para os cr\u00e9ditos acumulados de Imposto sobre a Circula\u00e7\u00e3o de Mercadorias e Servi\u00e7os (ICMS), que desaparecer\u00e1 para dar lugar ao Imposto sobre Bens e Servi\u00e7os (IBS).<\/p>\n<p>\u201cEm princ\u00edpio, s\u00e3o essas quatro leis complementares. N\u00e3o temos uma data definida, mas estamos trabalhando com a ideia de mandar ao Congresso Nacional na abertura da sess\u00e3o legislativa do ano que vem, no come\u00e7o de fevereiro de 2024\u201d, declarou o secret\u00e1rio.<\/p>\n<p>Appy disse que o governo quer construir os projetos em parceria com os estados e os munic\u00edpios e que os governos locais ter\u00e3o alguns espa\u00e7os de autonomia, como no caso da al\u00edquota do IBS, tributo de responsabilidade dos governos estaduais e das prefeituras.<\/p>\n<p>De acordo com o secret\u00e1rio, os governos locais poder\u00e3o estabelecer as al\u00edquotas do IBS, mais altas ou mais baixas, por lei complementar. No entanto, se nada for feito, prevalecer\u00e1 a al\u00edquota de refer\u00eancia definida nacionalmente. \u201cSe n\u00e3o fizerem nada, vale a de refer\u00eancia\u201d, disse.<\/p>\n<p>Em rela\u00e7\u00e3o ao Conselho Federativo, Appy explicou que o \u00f3rg\u00e3o, que definir\u00e1 as pol\u00edticas fiscais e tribut\u00e1rias dos governos locais por maioria de votos e por maioria de popula\u00e7\u00e3o nos estados e nos munic\u00edpios, ser\u00e1 um \u00f3rg\u00e3o t\u00e9cnico, sem poder pol\u00edtico. O secret\u00e1rio tamb\u00e9m informou que a lei complementar ter\u00e1 uma f\u00f3rmula de distribui\u00e7\u00e3o para repartir os recursos do IBS aos governos locais.<\/p>\n<p>Sobre os cr\u00e9ditos acumulados de ICMS, um dos passivos que a reforma tribut\u00e1ria ter\u00e1 de resolver, Appy disse que o pagamento pelos estados \u00e0s empresas com direito a receb\u00ea-los estar\u00e1 garantido por 240 meses (20 anos).
