{"id":47970,"date":"2023-08-22T18:24:12","date_gmt":"2023-08-22T21:24:12","guid":{"rendered":"https:\/\/www.fatosefotosnews.com.br\/camara-vai-votar-hoje-nova-regra-fiscal-diz-relator\/"},"modified":"2023-08-22T18:24:12","modified_gmt":"2023-08-22T21:24:12","slug":"camara-vai-votar-hoje-nova-regra-fiscal-diz-relator","status":"publish","type":"post","link":"https:\/\/www.fatosefotosnews.com.br\/?p=47970","title":{"rendered":"C\u00e2mara vai votar hoje nova regra fiscal, diz relator"},"content":{"rendered":"<p>O relator do novo arcabou\u00e7o fiscal na C\u00e2mara, deputado Cl\u00e1udio Cajado (PP-BA), afirmou nesta ter\u00e7a-feira (22) que o projeto ser\u00e1 votado hoje no plen\u00e1rio da C\u00e2mara dos Deputados.<img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.png?id=1550385&#038;o=node\" style=\"width:1px;height:1px\"><img decoding=\"async\" src=\"https:\/\/agenciabrasil.ebc.com.br\/ebc.gif?id=1550385&#038;o=node\" style=\"width:1px;height:1px\"><\/p>\n<p>Ele disse que vai acatar duas mudan\u00e7as propostas pelo Senado em que houve consenso com os l\u00edderes partid\u00e1rios: a\u00a0exclus\u00e3o do Fundo Constitucional do Distrito Federal (FCDF) e do Fundo de Manuten\u00e7\u00e3o e Desenvolvimento da Educa\u00e7\u00e3o B\u00e1sica (Fundeb) das regras impostas pelo arcabou\u00e7o.\u00a0<\/p>\n<p>Como n\u00e3o houve consenso em torno da exclus\u00e3o das despesas com ci\u00eancia, tecnologia e inova\u00e7\u00e3o das regras do arcabou\u00e7o fiscal, o relator vai rejeitar essa\u00a0mudan\u00e7a. Essas <a href=\"http:\/\/%C2%A0https:\/\/agenciabrasil.ebc.com.br\/politica\/noticia\/2023-06\/senado-aprova-texto-do-novo-marco-fiscal-com-mudancas\" target=\"_blank\" rel=\"noopener\">tr\u00eas exce\u00e7\u00f5es<\/a> foram introduzidas pelo Senado.\u00a0<\/p>\n<p>\u201cEu vou encaminhar o meu relat\u00f3rio pela manuten\u00e7\u00e3o do Fundeb e do Fundo Constitucional Distrito Federal fora do conjunto das despesas e as demais altera\u00e7\u00f5es do Senado n\u00f3s vamos opinar pela rejei\u00e7\u00e3o\u201d,\u00a0explicou Cajado, que vinha defendendo a rejei\u00e7\u00e3o de todas as mudan\u00e7as dos senadores.\u00a0\u00a0<\/p>\n<h2>Infla\u00e7\u00e3o \u00a0<\/h2>\n<p>Claudio Cajado disse ainda que n\u00e3o vai acatar a emenda do l\u00edder do governo Randolfe Rodrigues (Rede-AP) aprovada no Plen\u00e1rio do Senado. Pela emenda, o governo pode usar uma estimativa de infla\u00e7\u00e3o anual para ampliar o\u00a0limite de gastos ainda na fase de elabora\u00e7\u00e3o da Lei Or\u00e7ament\u00e1ria Anual (LOA). Isso porque o teto de gastos previsto no arcabou\u00e7o deve ser calculado usando como base a infla\u00e7\u00e3o do ano anterior. \u00a0<\/p>\n<p>Segundo Cajado, esse tema deve ser tratado no projeto da Lei de Diretrizes Or\u00e7ament\u00e1rias (LDO) \u201cprincipalmente porque a cada ano o governo tem que mandar a LDO e tem que mandar o or\u00e7amento. Ent\u00e3o, essa n\u00e3o \u00e9 uma mat\u00e9ria do regime fiscal\u201d. \u00a0<\/p>\n<h2>Novas regras\u00a0<\/h2>\n<p>O teto de gastos aprovado durante o governo de Michel Temer limitou as despesas da Uni\u00e3o \u00e0\u00a0varia\u00e7\u00e3o da infla\u00e7\u00e3o do ano anterior, sem levar em considera\u00e7\u00e3o o aumento, ou n\u00e3o, da receita do Estado. Ou seja, mesmo com o aumento da arrecada\u00e7\u00e3o de impostos, os gastos estavam limitados \u00e0 varia\u00e7\u00e3o do \u00cdndice de Pre\u00e7os ao Consumidor Amplo (IPCA).\u00a0<\/p>\n<p>Agora, a nova regra em tramita\u00e7\u00e3o no Legislativo permite o aumento das despesas levando em conta tamb\u00e9m a varia\u00e7\u00e3o da receita. A Uni\u00e3o estar\u00e1 autorizada a aumentar os gastos em at\u00e9 70% do aumento da receita.\u00a0<\/p>\n<p>O projeto ainda estabelece metas fiscais para as despesas prim\u00e1rias, com previs\u00e3o de se chegar a um d\u00e9ficit fiscal zero j\u00e1 em 2024. As despesas prim\u00e1rias s\u00e3o todas as despesas do governo exclu\u00eddos os gastos com a d\u00edvida.
